Marcela Toro Barrera is an attorney with a distinguished career in public administration and the corporate sector. She holds a specialization in Administrative Law from the Universidad Autónoma Latinoamericana and has a solid legal foundation in the management of complex legal processes on a large scale.

He has extensive and diverse experience in the public sector, having excelled in leadership and strategic advisory roles:

Ministry of Mines and Energy:

She currently serves as an advisor, contributing her technical expertise to one of the most heavily regulated sectors in the country.

Antioquia Governor's Office:

She served as Director of Legal Affairs for the Regional Secretariat of Health and Social Protection, leading the areas of procurement, legal representation, and guardianship proceedings with a team of more than 35 staff members under her supervision. She has also served as a key advisor at the Secretariat of Mines, leading processes related to the oversight and collection of surface rights fees.

Medellín City Hall:

She served as Coordinator of Territorial Management at the Secretariat of Security and Community Relations, in addition to providing legal support for inter-agency agreements for the Secretariat of Territorial Management and Control.

CAREER IN THE PRIVATE SECTOR

In the private sector, she has successfully led legal departments as General Counsel at renowned firms, including Mustafá & Asociados and Business Partners & Lawyers S.A.S., where she headed the Public Law practice and coordinated litigation and specialized consulting services for various clients.
